Sheffield Wednesday Confronts Major Issues, Says Football Regulator

'Our role is integral to football's future' - football oversight chief David Kogan

The team's ongoing struggles are seen as a "significant problem" and the new football authority is looking to gain the ability to examine team situations in such situations, the recently named head the official has announced.

Through a comprehensive talk, Kogan, who was named to the position this week, voiced concern towards Wednesday's fanbase.

The chairman convened with four supporter groups connected to the Championship side recently.

The football club have been facing challenges both on and off the pitch in 2025, with the club delaying salary disbursements on several different times, including in the autumn.

"Obviously the club has become a significant problem for EFL and a major challenge for the sport," Kogan told.

"The club represents one of the historic institutions for the English game and this week we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will enable us to take Wednesday and comparable cases submitted for our review if they need to be investigated and dealt with."

Financial Struggles and Leadership Concerns

The team's struggling chairman Dejphon Chansiri suggested earlier this year he would be prepared to relinquish control at the stadium, but he has been unable to finalize an agreement with prospective buyers.

Delayed salary payments on time in March and May caused limitations by the English Football League (EFL) in mid-year, stopping Wednesday from completing any transfers or loans for the subsequent signing windows, although those limitations were removed in the end of the transfer window.

Official's Viewpoint

Kogan said: "Our role exists to serve the fans of Sheffield Wednesday, Bury or any football club where fans are dedicated to a community organization that has represented their community in multiple situations.

"I have absolute sympathy for the team's plight, as I do for each organization that over recent decades have faced collapse, or nearly ceased operations, for reasons that have nothing to do with the followers."

Inquired if the regulator could force an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "If your question is 'would we intervene in the final instance?', the answer is once we collect the information and understand the situation, we will."

But Kogan stressed that compelling proprietors to divest clubs would be considered the final option and the regulator would prefer to work with them.

"The last thing what we want to do is start getting involved with an specific team, an particular chairman, without being in a position to cooperate with that chairman to fix the challenges confronting the team and the chairman's encountering," the chairman stated.

"In actuality, when you look back over the history of the sport, over the past few decades there have been some owners, not many, but some who have been irresponsible in the approach they have taken toward their organizations and finally refuse to accept accountability for the future."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with delegates from multiple organizations to lay out the remit of the regulator on Wednesday and insisted it was a "progressive gathering" with a "high level of engagement" from the grassroots to elite level.

"The role holds considerable importance, because if errors are made, if the football community fails, the remarkable development accomplished could disappear incredibly quickly," the regulator warned.

"This represents everyone's worst fear in the realm of domestic football is a huge success story - we need to continue the progress.

"There's an enormous amount of money flowing into the game and has been invested for the recent generations, because there's no guarantee it will persist in entering the game, which is among the factors explaining I think we have to adopt a precise perspective on risk and of course, of the coming seasons."

Top Flight Apprehensions

The Premier League opposed the establishment of an oversight body because of fears of a negative impact on the Premier League's sporting equality, but the chairman responded: "I fully support the achievement and development as an economic entity of the top division.

"Being fully aware of the worry about compromising the Premier League as a premium product of England. But concurrently, if you engage with division representatives after today's meeting, they would have had a significant degree of comfort -and, in fact, they have been informing us confidentially they have a significant confidence."

Ideological Links

The regulator remains subject to a "comprehensive investigation" by the Commissioner for Public Appointments after he disclosed making donations to the political party in 2020.

The official contributed funds to Culture Secretary the politician's campaign, along with that of the government leader.

"I've been completely open about my past party membership [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the regulator explained.

"I currently have no participation in any sort of politics."
